President Aliyev appoints new first deputy minister of national security
Azerbaijani President Ilham Aliyev has signed a decree on appointment of Madat Guliyev as the first deputy minister of national security.
Guliyev, who became a USSR master of sports in judo in 1979, has previously worked in Azerbaijan’s Interior Ministry and the regional department of the Office for Combating Organized Crime.
On December 10, 1993 Guliyev received a gunshot wound, yet managed to neutralize a number of criminals.
Guliyev also received the title of the National Hero of Azerbaijan in 1995. He graduated from the Azerbaijani Police Academy in 1997. Further in 2001 he worked as the head of the Office for Combating Organized Crime and in 2002 as the head of the Office for Combating Drugs of the Azerbaijani Interior Ministry.
Colonel Guliyev was appointed as the head of the Central Bureau of Interpol in Azerbaijan in 2004.
The rank of major general was assigned to him upon the presidential decree June 30, 2005. Guliyev was appointed as the Azerbaijani Deputy Minister of Justice and the head of the penitentiary service upon the presidential decree in February 2011. The rank of lieutenant general was assigned to him November 19, 2012.
