Elmar Mammadyarov made the remarks at a meeting with a delegation of Council of Europe (CoE), headed by Secretary General Thorbjorn Jagland on May 22, the foreign ministry said.
Briefing the European delegation about the Armenian-Azerbaijani Nagorno-Karabakh conflict, he said, as a first step in resolving the conflict, Armenian armed forces should withdraw from the occupied territories of Azerbaijan.
