Taxpayers to identify degree of risk independently

The Azerbaijani Taxes Ministry plans to launch the project, which will allow taxpayers to determine themselves, whether they are trustworthy or risky taxpayers, the head of the Economic Analysis and State Registration of Entrepreneurship Facilities Office at the Ministry Ilkin Veliyev said during his speech at the third Tax Forum: "Azerbaijani tax system: realities and prospects" on February 6.

He said the ministry classifies taxpayers into 11 risk groups, and this system will identify the group to which they belong. The system will be available on the ministry's website.

Veliyev further said the Ministry has signed partnership agreements with 613 taxpayers so far. The ministry has received 791 appeals and 115 complaints have been rejected.

The partnership agreement is the voluntary right of any taxpayer. However, in certain cases, tax authorities may not sign partnership agreements on the basis of the rules. The reasons for rejection are the existence of the taxpayer's obligations to the state budget, the lack of a final decision on supervisory measures connected with the activities of the taxpayer, and the confirmed information about concealment of income or facilities by the taxpayer.

According to the rules of signing similar agreements approved by the Cabinet of Ministers of the country, the people carrying out transactions of purchase and sale of non-cash, the people using certified software during the accounting, taxpayers of VAT, and also credit and insurance organizations, will have the advantage.

The process of signing partnership agreements started in 2013.
