French ambassador names robustness elements of nuke deal with Iran
The implementation of the nuclear agreement reached in Vienna July 14 is beneficial for Iran and also for the whole region, French ambassador to Azerbaijan Pascal Monnier told Trend.
“The fact that Iran will not become a nuclear power is contributing to security and stability of the region,” said Monnier.
“We can say that this agreement achieved in Vienna after twelve years of negotiations is an historic agreement,” he said. “But it is not the end of the process. This agreement has to be endorsed by the US Congress and by the Iranian authorities.”
In addition, the lifting of the sanctions will not take place immediately, according to the French ambassador. “Some precise milestones have to be achieved first.”
“It was difficult to reach this agreement, because the negotiators wanted to be sure and it was the French position defended by our Foreign Minister Laurent Fabius, that this agreement will be robust,” he said.
“What does that mean concretely? What was at stake? Either we were able to authorize civil nuclear energy while eliminating military nuclear energy or there was a real risk of war,” said Monnier.
The ambassador added that the robustness of this agreement
resides in three major elements:
limitation of technological capabilities of Iran in order to
prevent nuclear proliferation; setting up robust control mechanisms
to make sure that the commitments are fully respected; having an
agreed mechanism of automatic reestablishment of sanctions - so
called snap back mechanism in case of violation by Iran of its
commitments.
In other words, very strict legal and practical measures have been put in place in order to check what Iran is doing and in order to make sure that Iran is observing its commitments, said Pascal Monnier. “And that is very important to restore confidence among the parties.”
Iran and P5 +1 (the US, UK, France, Russia, China and Germany)
reached a historic agreement on Iran’s nuclear program July 14.
The negotiations ended with adoption of a joint comprehensive
action plan. If Iran carries out this plan, the economic and
financial sanctions earlier imposed on it by the UN Security
Council, the US and EU will be lifted.
